If they consented to get it, yes, but access to the Dot is only possible when the brain frequency (of the responsible areas) is higher than 12.3Hz. The brain of young children predominantly operates at lower frequencies. This means that the Dot is not accessible.

As children age, their brain's frequency changes to brain waves higher than 12.3Hz for more extended periods and thus access to the Dot.

Everyone, after the 22nd week of life, even when still unborn, had the choice to get it from me (with some exceptions, including growth-delaying circumstances, brain development disorders, etc.).

Everyone else, either still unborn before the 22nd week or the ones not here yet, will receive the choice to get the code through someone who has the Dot in the network of their connections.
